To better serve our federal and defense partners, we operate as a cohesive Strategic Enterprise that integrates specialized expertise across multiple domains. By owning and managing a diverse portfolio of companies—including SENTIR Labs, Emerald 66, Kanary, and VIO Integration—we provide our clients with a broader range of contract vehicles, technical depth, and rapid-response capabilities. This enterprise model ensures that whether the mission requires advanced manufacturing, intelligence alerts, or system integration, we have the in-house resources to deliver.

Together, these teams provide expertise in mission analysis, systems engineering, anthropometry, strategic communications, digital innovation, AI/ML, modeling and simulation, and interactive media, expanding STI-TEC’s ability to deliver integrated, multidisciplinary solutions across defense and federal missions.

Dr. Alvin E Hall Sr. founded STI-TEC with the goal of providing quality consulting services to government and private industry. His vision emphasized personal service and technical excellence. Drawing on his distinguished career with EG&G and Wheeling Jesuit University, Dr. Hall shaped STI-TEC into a cornerstone of his legacy, fostering innovation and dedication to emerging technologies.
Charles Colon
CEO
“Chuck” has over three decades of experience delivering innovative technology solutions in the federal marketplace. He co-founded STI-TEC in 2000 and has since served in various leadership roles, including Executive Vice President/COO before becoming CEO. Mr. Colon is dedicated to guiding the company’s strategic vision and expanding its research and development capabilities, focusing on enhancing customer outcomes and supporting entrepreneurial initiatives.

Chief of Staff
Lista Williams joined STI-TEC in 2003 as Director of Operations and has steadily advanced to her current role as Chief of Staff. With a background in managing operational systems and improving organizational efficiency, Lista oversees the integration of support services and business functions, ensuring alignment with STI-TEC’s mission and strategic goals.

Brandy Huot brings over two decades of expertise in government contracting to her role as Chief Experience Officer at STI-TEC. Bret Givens leads SENTIR Research Lab (SRL) within STI-TEC, focusing on innovative solutions and community impact. With a background in computer engineering and extensive experience in software development, Bret is dedicated to driving SRL’s research, development, testing, and evaluation (RDT&E) goals while fostering a culture of innovation and growth.

Felix Caban joined STI-TEC in 2021 to spearhead software R&D initiatives and recently assumed the role of Chief Technology Officer. His focus remains on advancing STI-TEC’s technological portfolio, integrating AI capabilities, and fostering collaborations with entities like SENTIR Research Labs to drive innovation and commercialization efforts.

Steve Bolden oversees the STI-TEC financial department. His primary responsibilities include allocating financial resources to each department within the organization and delegating responsibilities to department supervisors and managers.
Marcus Merritt
Facility Security Officer
Marcus Merritt oversees STI-TEC facility security. His primary responsibilities include wrangling a whole host of information from personnel security clearances to facility clearances.
